CEQ to Revoke Guidelines on NEPA

The Council on Environmental Quality (CEQ) released an interim final rule formally rescinding the National Environmental Policy Act (NEPA) implementation guidelines in response to Executive Order (EO) 14154. The rule applies to the CEQ guidelines and not those of individual agencies. Individual agencies are currently expected to rely on internal procedures for compliance. Although an interim final rule, CEQ will allow for an abridged comment period of 30 days. Effective April 11, and comments due March 27.

To comment on this interim final rule: All submissions must include the agency name, “Council on Environmental Quality,” and docket number, CEQ-2025-0002; using the online Federal eRulemaking portal: https://www.regulations.gov.
